If the owner of the car is, indeed, on official business (or other permitted activity), say... a Visiting Nurse checking on a patient, or a police detecitve in an unmarked car upstairs phtographing a crime scene, or... an FCC field tech up on a roof making RF measurements.., then they simply send the ticket back aith an affadvit and it's dismissed. I'd bet you more than 90 percent of them won't. But, alas, the privileged folk who use these placards are the same priviliged folk who make these policies, so don't expect any change in our lifetime.
