I've seen police cars and ambulances run through red lights or stop signs, drive on the shoulder or in the opposite lane on divided highways, even go down one way streets. They wouldn't normally drive like that except in the case of an emergency situation. How do you know that the police boat you encountered was not responding to an emergency? Perhaps it feels like everyone is putting the onus on you because those of us that have been paddling for even a short time have realized the importance of taking responsibility for our personal safety. You've asked if the police boat should have been zipping along shore or what kinds of lights you should have. Someone that takes responsibility for their personal safety would have asked those questions *before* going out on to a waterway at night. You were fortunate that when the capsize did occur you were close to shore. Suppose, instead of paddling close to shore you were several hundred feet from shore, and boat wake caused you to capsize. If you've taken responsibility for your own personal safety you'd have asked how one goes about getting back into a capsized boat *before* going out onto the water.
