In the case of petroleum based fuels there is definitely a "fair" objective price. The petroleum (whether taken from fields within the sovereignty or purchased (by the citizens of the sovereighty)) belongs to all citizens equally. The money paid to consume the oil is paid in equal shares to all voters in the sovereignty (some of this money is used to buy foreign oil). The fair price is STILL the market clearing price. The ANWR and off shore oil are very good examples of oil that is indisputably owned by all voting Americans.
