This is buttuming that you even need a government Commission to resolve complaints. You don't seem to need it with computers, people complain to the vendor and if the vendor wants to stay in buisness he takes complaints seriously. The same is true of countless other businesses. Well you'd take the risk if you needed the custom. Which you would in a free market. In any case surely the easiest way to prevent robberies (by blacks or others) is to arm the drivers. And why can't the industry attract better applicants? In part it's the stressful nature of the work, but heart surgery is stressful and people with choices do that. I believe it has much to do with the artificially low compensation resulting from the need to acquire a taxi license. What's odorous is that the State intervenes to stop people making beneficial trades that they have a right to make. This is not capitalism. In capitalism the capitalist combines the non-labour resources he has with the labour resources the labourer has to make money. Nothing wrong with that, both benefit. In the NY system the medallion holder combines a non-resource, that does not provide any benefit with the labour resources of the driver. This is not mutually beneficial. It is beneficial to the State alone.
