Ah, yes, she "dreamed uv becommin' a... --- " Under the Clean Water Act, that meant the Corps had to deny the permit for Westway (because, in part, there was a perfectly suitable transportation alternative that would not have any such impact)." Question: Did such an analysis include the perpetual water run off issues from Manhattan Island into the Hudson River of the different scenarios? For instance, was there a comparison of such options as a landfill as a buffer versus no land fill, and highway tunnel versus all the traffic on the surface with traffic lights? If the main issue in stopping the Westway project was the landfill, then why was not the inboard option adopted, together with a rail transit line? Likewise, if it was about clean air, why was exhaust filtration never pushed? It has been in use in other countries since the late 1960s to reduce air pollution; yet it is never heard of in the US until Alexander Saunders began promoting it for an I-287-highway-railway Cross Sound Tunnel, as it instead became fashionable to attack urban highway tunnel projects as a source of some extra funding for non highway mbutt transit. --- I am curious as to what might be their reply?
