On Sun, 13 Mar 2005 20:04:47 GMT, "Mark Markovitz" I see your point, but there's also a point to be made that NYC spends a lot of money on a lot of services that could be provided in other ways. Male Elder AbuseThomas Berrigan never dreamed he'd reach retirement age and end up being a prisoner in his own home. Most of his possessions have been either stolen or vandalized... Housing projects are a prime example. A better way to approach that issue would have to give vouchers for people to secure their own housing, somewhat like the federal section 8 program. Instead, the city erected mammoth projects that no one wants to live near, and that you can't get businesses to locate near. I'm not slamming their residents, but it shouldn't be a suprise that their demographic isn't the kind you'd base a business on. Not to mention the fact that they create hotspots of crime. Another dumb example is having some bridges tolled out the yin yang and others not. If you're going to have tolls, then all should have them. Otherwise, you're going to spend a much higher proportion of your budget maintaining a bridge that in and of itself generates no revenue. That just makes no sense. Also, if we could get our charter pushed through to eliminate useless positions like borough presidents, that alone would save almost 7 figures citywide. These are just a few examples. If there was a will, many more could be found. There's something wrong with a budget process that has the city routinely starting out 1 to 2 billion in the red. The problem is there's no will to fix it.
