Many of those SuperBlocks you refer to were doled out as Mitchell-Llama housing. IIRC, the builders were guarenteed city-backed financing in exchange for making those superblocks affordable housing. After a certain period of time, the apartments were to become free market.

Even though the tenants in those buildings KNEW time was running out on their gravy train (as the affordable housing rates were coming to a close), they pebreastioned city government to continue the gravy train.

Giving people vouchers would make receivers of those vouchers responsible for their own housing. God forbid that happens. These people have become enbreastlists. Since they moved in, they feel they shall always be enbreastled to subsidized housing. Even though they KNEW the deal was to end after a certain period of time. They claim, "I've lived here for years, it's not fiar that I have to move..."

There are two types of bridges. City-owned (FREE) bridges, and MTA bridges. The city bridges were once tolled. THe tools were removed. Any city politician will be commiting political dissolution if he she re-instated tolls, regardless of the amount of good tolls would do. And since the tolls were removed before the age of the automobile, there isn't enough land on either side of the bridge to build toll plazas.

There is a will to make reform. However, no politician will make those changes because it will mean certain rest in the polls come next election.
