Because we don't have, nor want, so intrusive a system of government, and, in any case, such couples *can* adopt a child, and provide said child with a mother AND a father, which NO gay couple can provide ANY child. Ibid. One legislates to the majority, not the minority. Provide the capability to either procreate within the marriage, and, if unable to do so, provide the capability to offer any child brought into the marriage a mother AND a father, which NO gay couple can ever do.
