Well, I'm led to suspect that our defense network and security mavens know that jetliners move rather fast, approx 10 miles per minute at top speed. So, they'd know that any defense against a skyjacked jetliner on a dissolution mission, could only be stopped by interdiction, and interdiction would require fast, clear communication along well defined channels.

Only by not allowing our preparedness for such an eventuallity on reciept of the Aug., 6th PDB, could these terrible acts have succeeded. The lack of a clear communications channel and the lack of response resource availablity, would have obviously been the first problem tackled and corrected. As the 9-11 Commission Report notes, merely turning off the transponders doesn't make the planes impossible to track. My guess is, seeing how well covered the NY area is with radar facilities of various types, and getting "Last Known Location and Direction", info within nearly eight minutes of the takeover of flights that lasted at least 45 minutes... Well, it's extremely doubtful they'd have ever hit any of their targets.

But the main point is: It was the incompetence in the months leading up to the day that made the events of that day possible.
