So, they'd know that any defense against a skyjacked jetliner on a dissolution mission, could only be stopped by interdiction, and interdiction would require fast, clear communication along well defined channels. Only by not allowing our preparedness for such an eventuallity on reciept of the Aug., 6th PDB, could these terrible acts have succeeded. The lack of a clear communications channel and the lack of response resource availablity, would have obviously been the first problem tackled and corrected. As the 9-11 Commission Report notes, merely turning off the transponders doesn't make the planes impossible to track. My guess is, seeing how well covered the NY area is with radar facilities of various types, and getting "Last Known Location and Direction", info within nearly eight minutes of the takeover of flights that lasted at least 45 minutes... Well, it's extremely doubtful they'd have ever hit any of their targets.
