THE VARIOUS TIER 4 RETIREMENT PLANS AND PROGRAMS This SPD contains sections that are applicable to all Tier 4 Plans or Programs; sections that are applicable only to the three General Membership Plans-Programs (62-5, 57-5, 55-25); and sections that are applicable only to the eight "Special Occupational Group Programs" (Sanitation, Transit, TBTA, Dispatcher, EMT, Deputy Sheriff, Automotive Service Worker, Special Officer). Any provision unique to a Plan or Program will be found within that specific section of the SPD. Words that are italicized throughout this booklet have special meaning, and possibly are further explained in the GLOSSARY. I call your attention to the middle: eight "Special Occupational Group Programs" (Sanitation, Transit, TBTA, Dispatcher, EMT, Deputy Sheriff,... I found over 50 references to the word 'transit' in the booklet in the first 50 electronic pages. 'Transit Authority' was found about 20 times, and TBTA at least 10 times. The NYCTA was created in 1953 and replaced the Board of Transportation, which was formed in 1924. These were city agencies. The MTA came along in 1968 and took over at first captial projects, and later operation for those city agencies. The employees remained city civil service and members of NYCERS. The MTA also took over the LIRR and the Penn Central predecessor to MNCR. Originally it also had two small airports (Stewart and Republic). Later LI Bus was added and the MTA Bus this year. It will be interesting to see what happens to the employees of MTA Bus, since the employees of MABSTOA, formed in 1962 to take over the remnants of Fifth Ave Coach, are not city civil service. They are not in NYCERS and have a separately funded pension system. To me, it's 'stupid beyond belief' (to use your phrase) to have the subway (and the bridges and tunnels) operated by an agency that has few members who report to the Mayor. -- ------------------------------------------------- Joseph D.
