Phil Kane Part of the problem with will it work in NY, is the politics involved. To move all of the MTA employees to state jurisdiction would take major legislation. It would have to combine all the hiring and pension systems, NYCERS, Railroad Retirement, privately funded (like the new MTA Bus and the old MABOSTA) plans. I'm not even sure that they can move the railroad pensions. Just getting the work rules standardized between the TA and OA bus employees was only started with the 2002 contract. Nothing that I've seen in this contract negotiation indicates that anything else has changed. There have been a number of false starts in attempting to combine the LIRR and MNCRR operations. To extend the process to San Francisco, for example, how does the SF Muni work with BARTD? Aren't they separate? The MTA is the equivalent of combining those with the old SP commuter and the agencies that run the Golden Gate and Bay Bridges.
