I feel your pain, but honestly, NYC has always been like that. The unemployment rate nationwide, and even in the metro area, is about as good as it's going to get currently. People have always gotten upwards of 100 or more resumes for a job, and the ratio tilts more out of the favor of the applicant as the skill required decreases. It's sad, but it's the way things are. As I've said repeatedly, NYC is only getting tougher as far as a place to find economic prosperity. If you want to better your lot, the best bet would be to go to a faster-growing economy like the Southwestern U.S where costs are more in line with salaries and the economy actually expands. In this area, about all we can hope for is to hold on to the jobs we have. Also, it's hard to give specific advice without knowing your field, but networking is usually a better way to land a job than solely sending out resumes in response to ads. Before I came to NYC, I had never gotten a job through a clbuttified ad, but rather make enroads at companies I wanted to work for.
