If they have a permit they are not breaking the "no parking" ordinance but may be in violation of departmental rules connected with the permit, with different penalties (lossofpermit, suspension, etc.) I hold a special authorization from the Washington County (Oregon) Sheriff's Department for parking and access to the Emergency Operations Center "on official business" but we were told that if we tried to use it to get unauthorized parking (i.e. in any place but those slots in the parking lot reserved for our unit) or to weasel out of a traffic ticket we would be de-authorized and put on the "bye bye" roster. Ditto for my state Handicapped Parking hanger. I've been "checked out" several times in reserved shopping mall and stree parking spots to make sure that the hanger serial number corresponded to my driver license number (as I limped to the car). Once in a marked Federal gov't car I parked for 10 minutes in a downtown No Parking Zone on rather urgent and time-sensitive official business. When I got back there was a $40 parking ticket on it - which I protested and had it recuided to $20 only because it was legitimate short-term official business. I had to pay that out of my own pocket and it went on my Government driving record. True, that would never happen in NYC or vicinity.
