An NYPD deputy commissioner was handcuffed and given a summons after getting into a row with cops on the Palisades Parkway last Friday, law enforcement sources said yesterday. Deputy Commissioner of Operations Garry McCarthy's trouble began when his teenage daughter parked in a handicapped zone at a New Jersey gas station north of the George Washington Bridge, according to Palisades Interstate Parkway police. She called her dad and his wife, who were driving ahead of her, and they doubled back at 11:20 p.m., the sources said. McCarthy, who oversees the NYPD's vaunted Compstat program, allegedly blocked the ticketing cops. All three family members were handcuffed and taken to the Palisades police station. McCarthy was issued a summons for obstructing traffic, said Palisades Detective Lt. Nelson Pagan. His wife was ticketed for unreasonable noise, and his daughter, who recently had knee surgery, was ticketed for parking in a handicapped zone. "It's absurd for a police official to get into a dispute over a parking summons," said a high-ranking NYPD source. McCarthy gave an address in West Nyack, Rockland County, Pagan said. Civilian NYPD deputy commissioners are required to live in the city, but NYPD spokesman Paul Browne said McCarthy was on leave from his uniformed post and is not required to.
