Again, you accept help from the devil himself to avert the loss of life in an emergency! If you fail, at least you tried! Perhaps there will be rests due to unqualified people attempting rescues they shouldn't have! But, there are those who will succeed even against the odds. The difference is in the "trying", or not! Waiting for qualified help is only an option when it's an option! When the situation is reasonable stable, enough so that one can reasonably expect qualified help to arrive in time.

But, that's not to say that I'm suggesting that anyone do anything dumb. But dumb things will be done anyway in emergency situations, no rules or regulations will stop that because some people will try to act regardless.

Here, for instance, you had men with chainsaws, probably "unqualified" in FEMA's sense of the word, but able to clear obstructions and-or perform any number of functions with a high probability of success. There was an immediate need for this work, it goes towards making it easier to save lives and easier for those qualifed people to get in when they come. Asking such people for papers at such a time is unconscienable and ghoulish!
