Let's say the MTA gets $10 for every house that changes hands and they estimate that 100 houses will be sold they expect $1000 and budget accordingly. But because of unexpected conditions 1000 houses change hands. Suddenly they find themselves with $10000. If anyone could predict the future, they'd be rich. What don't you understand? Then take the opposite and only 50 homes get sold. I suppose the MTA will be blamed for overestimating. Try selling that to state legislature. A good part of the MTA income is from the TBTA. That's what we had before the MTA. The TA was formed in 1953 and had five members, all NYC residents. Two were appointed by the governor, two by the mayor and the fifth elected by the other four.
