Hmmm??? A state owned, foreign oil company subsidizing the price of home heating oil for low income Americans who's survival is threatened by the recent outrageous increases in oil prices charged by privately owned, domestic U.S oil companies? That certainly says something about profit system! No wonder the U.S government and the oil companies want Chavez dead!

Also, does anyone think this subsidy would be happening at all, that there would be any relief for the poor at all if American oil companies still owned and controlled Venezuela's oil industry, as they do in most other oil-producing countries in the world? Or, do you think the U.S oil company executives would merely shrug their shoulders at low income and poor, maybe even feign bit of almost human-like emotion to make it look good - - and then ever so solemnly proclaim - "It's not our fault people are going to freeze or lose their homes this winter- we can't do anything about the price - it's due to the 'world price' and to 'market conditions' " - - then grin wildly and trundle off the bank with their with bloated, ill-gotten windfall profits, laughing hysterically and slapping themselves on the back as they go,??? Serrano announced a program to provide reduced-cost heating oil to low income residents of his district.

CITGO will provide 8 million gallons of home heating oil below cost to several non-profit housing providers in the Bronx beginning the week after Thanksgiving. CITGO is a Houston-based oil company owned by PDV America, Inc., an indirect, wholly-owned subsidiary of Petroleos de Venezuela, S.A.

The program comes as record high heating oil prices are expected and the winter months approach. Having heard firsthand the concerns of many consbreastuents and local organizations about rising energy costs, Congressman Serrano initiated discussions with CITGO following Venezuelan President Hugo Chavez' visit to the Bronx in September. President Chavez made an offer of low-cost heating oil during a speech at a community center.

Congressman Serrano had invited Chavez to tour the 16th Congressional District in the Bronx and to visit with community groups from the area. Serrano later worked with representatives of CITGO and community-based organizations to bring the heating oil program to fruition.

"I am very pleased to have helped broker this historic arrangement," said Congressman Serrano. "I look forward to hosting a final signing ceremony next week, where the representatives of CITGO and non-profit housing providers will conclude this deal.

My consbreastuents are facing some of the highest energy bills in recent history, even as oil companies are reporting the largest profits in recent memory. CITGO is acting like a good corporate citizen and making a generous and compbuttionate donation to the people of the Bronx. I applaud their actions."

Further details of the arrangement will be announced at a press conference and signing ceremony the week after Thanksgiving with the housing providers and CITGO representatives present.

Citgo to begin selling cheap oil to poor in Boston, New York

Venezuela will soon begin selling heating oil to poor at discount prices to communities in the cities of Boston and New York, following up on a promise by President Hugo Chavez to help poor Americans cut energy costs, state-run Petroleos de Venezuela (PDVSA) announced.

Citgo, the U.S.-based refining subsidiary of PDVSA, will offer fuel at discounted rates in Boston, Mbuttachusetts, as early as this week, according to a statement posted Friday on the company's Web site. "The first phase of the program, in Boston, will offer up to 4.5 million liters (1.2 million gallons) of heating oil at accessible rates, representing $10 million (euro 8.6 million) in savings for those sectors," the statement read.

Heating oil will be sold later in the Bronx, one of New York's poorest boroughs.

oil to communities there.Citgo said the distribution of discounted heating oil will be organized with the help of local nonprofit organizations. Citgo runs roughly 16,000 gas stations in the United States. Chavez often blames the plight of the poor on unbridled capitalism, and the former paratroop commander strongly criticizes the administration of U.S. President George W. Bush for failing to reduce poverty in the United States.

Although tensions between the United States and Venezuela have increased since Chavez was elected in 1998, this oil-rich South American country remains a major supplier of fuel to the United States.
