Yes, as well as mayors. And sometimes they're absolutely AWFUL in those positions (see below); therefore, your blanket statement above displays a lack of familiarity with the realities:

1. Bill Richardson - currently governor of NM -- had oversight of the lab at Los Alamos when Wen Ho Lee was allegedly (with substantial amounts of supporting documentation to back it up) committing espionage; at the very least, on Richardson's watch there were serious security lapses.

2. a Chicago Congressman (whose name escapes me at the moment) heavily involved in supporting and encouraging illegal immigration (i.e. the flowuting of US immigration laws) to the extent that one may reasonably conclude that he represents the interests of the Govt of Mexico more than any of his US-citizen consbreastuents.
