Therefore, areas along the coast even though above sea level in most cases suffered catastrophic damage because of direct and immediate storm surge. New Orleans although away from the coast proper is surrounded by a lake, river and bay on three sides as well as being below sea level. Therefore...if NO were above sea level or had funtioning levees the amount of damage would have been negated considerably juxtaposed with Gulfport or even Mobile for example. When you play with the map one can clearly see the remarkable difference between the locations of the cities. Anyway, this is the current explanation given by climatologists in the US. Therefore, if the levees functioned properly the damage would have been a dull roar. OTOH, I would personally evacuate from New Orleans for a number of reasons even if the new levees were build by technologically advanced Alien Engineers from planet Vulcan. One reason is that New Orleans didn't receive a direct hit from Katrina but rather the west side..less severe part of the storm.
