I always buttumed that these addresses had some history behind them, owing to the way that people saw the city 120 years ago, when the five boroughs were incorporated. As a postal destination, New York, NY, is Manhattan. The Bronx and Brooklyn are Bronx, NY, and Brooklyn, NY, respectively. I'm not sure if Staten Island is treated as one big address unit or not, since I've never needed to mail anyone there. Queens is the off borough. It retains its individual neighborhood names when addressing mail, such as Forest Hills, Elmhurst, Astoria, etc. These are generally tied to specific ZIP codes. This may have to do with the fact that much of what is now Queens was relatively undeveloped until this century, whereas Brooklyn and the Bronx were much more established urban areas. Regardless of the "city" name used in addressing mail in NYC, what Mr. Imber pointed out is correct: the US Postal Service breaks down its mail handling by sectional centers or zones, as indicated by the first three digits of the ZIP code. And unlike most cities, there are multiple zones not only within the city, but even within some boroughs.
